ISLAMABAD - Federal Minister for Inter-Provincial Coordination, Senator Raza Rabbani, has said that the Implementation Commission cannot reverse, alter or halt the devolution process, and Higher Education Commission and rest of the subjects relating to Federal Education Ministry are being devolved as per the 18th Constitutional Amendment.
Addressing a press conference here at Press Information Department on Tuesday to share details about the five ministries to be devolved to the provinces in the next couple of days and formal approval of the Federal Cabinet to this effect in its Monday last meeting, Rabbani said that the commission was also in the process of establishing a Federal Division to deal with departments relating to the Federal Capital and it would function under the Cabinet Division. Earlier such matters were managed through the Federal Interior Ministry, he explained.
Flanked by Federal Minister for Privatisation Syed Naveed Qamar, former federal minister Rahmatullah Khan Kakar and Senator Abdul Malik, members of the Implementation Commission on the 18th Amendment, Rabbani said that commission was bound to function in the parameters defined under Article 270AA and could not bring any alteration or amendment in the Constitution when asked about the complications associated with the devolution of Ministry of Education.
Responding to a question Rabbani said that financial and administrative role of Higher Education Commission was abolished under the amendment while the commission was in the process of carving out fresh role of HEC pertaining to standard of education at higher level.
To a question about the problems to arise following the curtailment of the HEC role, Rabbani said that after the abolishing of the Concurrent List from the Constitution, the administrative and financial role of the HEC was completely abolished. He added that curricula preparation, syllabus, standard of education and other things were already part of provincial subject and the Federal Education Ministry had already violated the Constitution and exceeded the limits.
He further said that problems regarding the syllabus, curricula and other matters, if arise, the provinces could resolve it at the forum of CCI.
He said that Implementation Commission had upheld its commitment that not even a single employee of the ministries to be devolved would be rendered jobless nor anyone of the employee would be placed in surplus and all of them would be accommodated in the other ministries and departments operating under the federal government.
